All workers across the State are being impacted by this call center plan because
1. We no longer have sufficient staff.
2. TAA cannot do it's job.
3. TIERS is not working!
4. HHSC's statement is "Once in TIERS, always in TIERS"....which means that if a client moves from a pilot area to another part of the state, they have to be worked in the TIERS system. (And for that matter, what good is a system that cannot be modified or changed? "Always in TIERS"????)
And as far as helping people....that's what we've been doing for years! Very effectively I might add! Have you not bothered to see how much money we front-line workers have made for the State of Texas from Enhanced Funding Bonuses from the Feds??? Why don't you do some research into how much the State will now have to pay the Feds for not meeting requirements? Or how much money we have lost in matched dollars from the Feds?
And your friend that got the Pregnancy Medicaid? EVERYONE GETS THE SAME - IN THE OLD SYSTEM! The reason she was allowed to have a "phone" interview for TP40 is because we were allowed to do phone interviews for that program. We are also now "allowed" to do phone interviews for TANF - cash benefits, no face to face, not even a phone interview!
While you're calculating, see if you can come up with the money wasted due to fraud!

I have a client in "TIERS" even though my area has not rolled out yet. She faxed in a FS application 3 weeks ago and has nto heard a thing. She keeps coming in here because she conveniently keeps getting disconnected when she dials 211 to inquire. She called this morning from the office and was on hold about 20 minutes and then wallahh...disconnected. What is the problem?
You know what the problem is, I know what the problem is and even HHSC and TAA know what the problem is. They just won't admit that their "great system that is going to save so much money" is NOT WORKING!
I have family that have been working with TIERS long before this project, and thought it was horrible then. Unfortunatily this new system has to use TIERS TAA does not have a choice but to use this system.
I hear on your blog Accenture is horrible, why not blame HHSC for putting the contract out in the first place. Where was everyone when HHSC was drafting the RFO. I know that this is a long process for some RFO's years. I have worked with contracts on the state side so I have seen how long it can take to write a RFO, get offers and then award the contract. Accenture just put in their bid like everyone else. In my experience when a contract fails to produce it has been the project manager on the state side that has not done enought oversite, and a poorly written contract.
